    Congressional Act for Transparency and Accountability in Government
    proposed by Presidential Candidate Orion Karl Daley.

    For Presidential Candidate Orion Karl Daley , Transparency and Accountability in government goes far beyond a fashionable catch phrase for Election 2008 campaign promotion and politics. For Mr. Daley, Transparency and Accountability sets the measure for cost effective and efficient government for serving the people. This is what he proposed in the 2005 announcement for his Election 2008 Presidential Platform. He believes that Congress should have been working on this since then.

    On Jan 20th , 2005, The press release distributed for Orion Karl Daley’s Presidential Election 2008 Platform announcement, outlined his 5 leadership principles: Transparent and Accountable Government, The Dignity of Human Rights, Balanced Trade, Economic Solvency and Workable Foreign Policy.

    He proposes that a Transparency and Accountability Act in Congress should account for cost effectiveness. In 2008, he wants to establish a transparent and accountable Executive Branch. That his administration is to work with both the House and the Senate, where expectations are set where the House and Senate are obliged to do the same.

    Presidential Candidate Daley believes that efficiency and cost effective government can be achieved where policy and legislative action can take on measurable significance for the benefit of the people. And that this can only be through an Congressional act of full Transparency and Accountability in government. Such a transparency and Accountability Act , in the Daley administration will be signed into law.

    He believes that by improving the efficiency and effectiveness of the different bodies of government in working together sets the standards in how departments in government bodies are to operate, work together and communicate cost effectively in getting the peoples work done. This in turn sets standards for our economy in the businesses that make up the producers, and in the people who are the consumers.

    He views that our Federal Government currently operates at about 65% of dysfunctional overhead, or about 2/3rds more of what it should cost the tax payer for what it is doing for the people. Further, that Transparency and Accountability cannot exist in a broken system.

    Presidential Candidate Daley in his book, the New Deal I ISBN: 1419670948, details plans for Transparency and Accountability in Government . Part of his solution is a Federal Information Plan that in its transparency reduces this estimated 65% of dysfunctional government overhead. Unburdened, the government can more competently serve the people.

    He believes that congress should account for a Federal Information Plan for any proposed Transparency and Accountability Act or Congressional Bill. He believes that congress should share the view that All Federal Information Services will be based on a Ubiquitous Service Architecture that will be able to interconnect cost effectively for the purposes of serving the people.

    Mr. Daley believes that this will additionally reduce what is perceived as a convoluted non connected bureaucracy, and make branches and departments of government work cost effectively within themselves and with each others, and that further Federal Information services can be then provided to the public empowerment.

    For Presidential Candidate Daley, the Federal Information Plan must regard needs, rights, security, cost, and effectiveness, and have the strategic map for this, and the means to properly manage information in the government for all levels, over all. He sees the following as the straw man Pro forma plan for the information hierarchy for shared opinion and refinement through Congressional Review.

    A-Information Hierarchy Top Down is to be designed on a ‘need to know’, and ‘should know basis’, where at the Executive branch, the knowing could be in some instances, such as obtaining facts about solders who are the boots on the ground, Intelligence Releases that have been lost in issue contention, or to verify the completeness of a Presidential Daily Briefing; and to obtain facts when necessary from direct levels of government directly so as to prevent information sanitizing prior to when arriving in other forms to the President’s desk. Information Access by Cabinet Level, and other members of the Administration is to be defined according to their roles in the same top down manner.

    B-Information Efficiency use and Effectiveness must be made available from the Executive branch for the Houses of Congress, and committee investigations. This sharing is to be considered bi-directional for periodic review of government departments, agencies and services as well as from Congressional members themselves. The Executive Branch, Congress and the Judiciary should all share intended plans and schedules in an open and transparent way. This so actions can be accounted for in a proactive manner as opposed to a cost intensive reactive discovery process.

    C-The Information Hierarchy Bottom Up – the protection and security of sensitive information must also be maintained such as not to compromise the Nation’s Security. Accountability and Transparency in Government is based on the classification of information, and where it can be made available as public to the people, and the private sector based on the absence of sensitive classification, and the ‘need to know’, and ‘should know basis’.

    D-Interdepartmental Sharing of Information is to be defined by type and purpose of Information as agreed upon by the Executive Branch and Congress.

    E-Intradepartmental Sharing for information is for the purposes for departmental agents accomplishing their work. The hierarchy of information view within unique departments is also for Congress to review for clarity and purposes of protection and efficiency.

    F-Information Audit and Security that includes identity and trust management, and the guard against threat and vulnerability , will be an additional plan that is requested to come from Congress. In this manner, Information of US Citizens is protected within the partitions of the Federal Information System Plan as Formalized by Congress in to the Formalized Information Hierarchy Plan.
